In 2009, the Institute was assigned by Leaders of the Ministry of Science and Technology to organize the implementation of various legal documents as follows:

1. Task “Development of a Decree to guide the enforcement of some provisions of HighTechnology Law”;
2. Project “Programme of Technology Market Development”;
3. Strategy for Vietnam’s Science and Technology Development, period 2011-2020;
4. Continued improvement of the  project proposal “Establishment of the National Technology Innovation Fund”;
5. Project “Policies for promoting the linkage between tertiary education and science development”;
6. Project “Research for revisions, amendments to the Science and Technology Law”;
7. Project “Development of Mechanism, Policies for training, attractiveness and utilization of Hig-Tech human resource”.

• Took lead in realizing two S&T tasks specified in the co-operation protocol with Japan and USA:

Co-operation protocol with Japan: “Building technology forecast capacity for Viet Nam S&T strategy development, period 2011-2020”

Co-operation protocol with USA: “Study US experiences on formulating methodology for analysis of innovation status and innovation policy, to be applied in the development of support policies for technology innovation at Vietnamese small and medium enterprises in the integration context"

Took lead in Swedish Sida assisted SAREC-4 project: “Market institutions of technology transfer in Agricultural Small and Medium Enterprises (SMEs) in Viet Nam” (period 2008-2010).

Took lead in the implementation of project “Management of Intangible Assets in Vietnam Knowledge Economy” (MIKE) coordinated by Copenhagen Business School (CBS) under the Asia Link Programme funded by Europian Community.

Participated in the Research Programme on “Water Resource Management in Mekong Region” (M-POWER) funded by International Fund for Agriculture Development (IFAD).

Participated in the Research Programme entitled “Sustainable Mekong Reseach Network” (SUMERNET) funded by Sida – Sweden.

Participated in the project on Climate Change funded by Rockefeller Foundation.

Participated in the development of the project funded by UNIDO for the Ministry of Science and Technology in respect of enhancing formulation capacity for S&T strategy development.

Signed the MOU of co-operation with  STEPI, Korea.
