UN technical assistance for the development strategy for Science, Technology & Innovation 2011-2012

November 27, 2009 Industrial Development Organization United Nations
((UNIDO) and Ministry of Science and Technology (MOST) signed the
technical assistance project "Advisory Policy Strategy Science ,
Technology and Innovation (KHCNDM) Implementation period 2011-2020 and
High Technology Law. "Projects Fund Plan II Vietnam sponsored by the
Institute for Strategy and Policy of Science and Technology (NISTPASS) the Ministry of Science and Technology made with technical assistance of UNIDO.

The
objective of the project is capacity building for policy makers and
interest groups in Vietnam to build the policies and strategy of
science, technology, and innovation industry in accordance with the objectives of economic and social of the country. The
project will support the Government's draft Strategic Development of
Science and Technology 2011-2020 period through a process of
participatory consultation and active interest groups. The
project will also policy advice for the implementation of the
provisions of the Law on High Technology, with effect from July 2009.
Mr.
Le Dinh Tien, Vice Minister of Science and Technology, said, "To become
a country with middle income and higher growth to avoid middle-income
trap, it is essential to continually upgrade technology many different fields. Therefore,
the Government has implemented the enforcement of law and high
technology is drafted Strategic National Science and Technology from
2011 to 2020 period. We hope the project will have to contribute useful and practical in terms of perspective for the development strategy.
Ms. Nilgün F. Tas,
UNIDO Representative in Vietnam, said, "We are delighted to launch this
project, a project will contribute in time for the construction of
national strategies. Based
on the experience and network with their international scale, the
locale of the UNIDO specialists will assist and advise the group

will include activities such as Identify position; Delphi Survey,
Survey Technology mainstream; Specialist Group, to build Vision and
Future Roadmap. We
hope that the methodology will be adjusted to suit the context of
Vietnam and to acquire in Vietnam, and will help the government build
practical measures to promote development technology.
The
project will be implemented within the framework of "General Plan" of
the UN program is a joint action by the Government and all 14 UN
organizations present in Vietnam.
The
objective of the workshop to discuss issues related to policy and
practical experience in developing high-tech cluster for innovation
activities and facilitating cooperation among stakeholders.
ESCAP representative TS. K. Ramanathan,
director of APCTT-ESCAP and other experts have this research experience
selecting and developing high-tech clusters in the innovation and
development in the country. Experts
Workshop participants will exchange experiences, discuss and recommend
to the Ministry of Science and Technology in policy development,
promotion and development of selected high-beam congnghe in Viet Nam.
