Science and Technology Policy Studies, No.6 Summary Innovation system approach: an overview of theories and applications in S&T management Nguyen Manh Quan The terms "innovation" often appears in literature on S&T management and development policy in OECD countries in the last 30-40 years. In the last two decades or so, the innovation system approach has been applied in NICs and many other developing countries. This article is divided into two pats. Part I gives an overview of major studies on innovation. Part II presents recent practical uses of the national innovation approach in S&T management in a number of countries. It is hoped that a due attention will be given to this approach in Vietnam, making it useful in the current process of reforming S&T management mechanism.
Computable General Equilibrium (CGE) Model - a powerful tool for S&T policy analysis (continued) Le Quoc PhuongPart I of this article (published in the previous issue of this journal) gives an overview of the CGE model. In this issue, Part II provides the methodological framework for applying CGE model in policy analysis, particularly in S&T policy making. The current status of S&T market in VietnamTran Chi Duc The establishment and development of S&T market represents a major concern of the Vietnamese government. This issue has been raised in a number of the documents on the national development strategy. This article presents the findings of the Survey Group on S&T market in Vietnam, led by Dr Nguyen Danh Son and sponsored by Project VIE01/25 which is in turn carried out by the Central Institute of Economic Management (CIEM). The article reflects personal view of the author, who was responsible for analysing the current status of Vietnam's S&T market. The data tables are constructed by Ms. Phan Thi Hien. The article first reviews the concepts of S&T market and its components. Then it identifies the current states of Vietnam's S&T market including its components and resources for its weaknesses in the context of the current transition from the centrally planned economy to the market economy.
Public administration reform and the issue of s&t state management function of ministries Nguyen Thi Anh Thu Public administration reform has been regarded as a key to success of the overall reform program in Vietnam. Public administration reform deals with every level of the sate management including central and local administration. The current S&T activities require a substantial reform of S&T management mechanism. One of the major factors contributing to the successful functioning of the new S&T management mechanism is public administration reform of S&T management in ministries.
Major Characteristics of scientific human resources management in public R&D organisations Hoang Xuan Long Scientific human resources management in public R&D organisations is closely linked both to the specific nature of scientific activities and the State ownership of these organisations. The major characteristics of the scientific human resources management in public R&D organisations can be distinguished through the comparison with human resources management in other non-scientific organisations, as well as scientific human management in private R&D organisations.
The effective use of S&T human resources Nguyen Dinh Chuong Vietnam's S&T human resources have made significant contributions to the comtry's socio-economy development. Many scientific works have been rewarded prestigious state awards. However, the results of our scientific research and technological development are not of high standard, especially in the international context. To promote the creativity of our S&T human resources, the government will need to implement the following measures: 1) Establish and develop an active S&T market 2) Raise the creation capability of S&T personnel. 3) Enhance institutional framework for developing the technological environment.
Government policy in relation to S&T consultancy and services activities Nguyen Minh Nga Consultancy services play an important role in our daily life. In particular, activities in S&T field, such as technology transfer, purchase of machines, equipment, technology, licence, patent, know-how, etc, press for urgent needs to develop S&T consultancy services. Currently, consultancy services are under developed. In the current process of industrialisation and modernisation the enhanced consultancy services will contribute to S&T development and to speeding up the process of industrialisation. In the article, the author reviews the current status of S&T consultancy services in Vietnam and the government policy to promote the S&T consultancy organisations and activities.
China's experience in institutional reform of state S&T management Le Thanh Binh In the last two decades, has implemented a continuous institutional reform of state management in science and technology. The reform aims at realising the country's potentials in the field of S&T to make significant contribution to the national socio-economic development. The reform has gained considerable results. The achievements can be attributed to the fact that China has carried out the institutional reforms of state management of S&T both broadly by scope and in depth by specific field.
China's experience in transforming public R&D organisations: lessons for Vietnam Bach Tan Sinh China and Vietnam have many similarities in their current reform programs including reform of S&T management mechanism and institutional reform of public R&D organisations. This is due to the fact that the two countries have similar political and economic background. In recent years, China has drawn lessons from experience of developed countries in S&T management, and applied them to the country's specific conditions. It's useful for Vietnam to study China's experience in this matter, particularly in light of our current efforts to transform public R&D organisations.
Managing activities in S&T consultancy and services in China and lessons for Vietnam Pham Quang Tri Increasingly, S&T consultancy and services have made considerable contributions to economic development and technology transfer in investment. S&T consultancy & services can be seen as a valuable resources, wich includes skills and experience in S%T, and is regarded one of the important national resources. S&T consultancy services have existed in Vietnam for more than 30 years, originally based on the activities of the research-design institutes. S&T consultancy & services include 2 major subjects: the consulting organisations (companies, centres, etc) and the consultants (experts). A number of issues regarding these kind of activities, such as community attitude towards this occupation, organisational and operational regimes of consulting firms, state treatment of these activities, etc are still under debare. From China's experience in identifying and organising S&T consultancy activities, the author attempts to draw some lessons for Vietnam.
S&T renovation in the European union: results and development trends in 2002 Le Thanh Y The EU's First Action Plan on S&T renovation in 1996 set out the analytical framework and the common policy framework. Based on these guidelines, the EU annually publishes comprehensive data on renovation trends in each member country and in the European Union in general. To draw the necessary conclusion, the management organisations in the EU on the regular basis has compiled, updated and analysed the trends in renovation and development in various related fields, including human resources development, financial investment, technological innovation and development by firms, intellectual property protection, transfer of knowledge and technology between research and industry. The analytical information is published in "Renovation Trends in Europe" (TBEI), which has been considered as tool for assisting policy markets in making decisions regarding S&T renovation programs.
Initial results from project "Applying S&T progress in changing the structure of plantation, animal farming and provision of clean water in Duc Long Commune, Nho Quan District, Ninh Binh Province” Nguyen Ngoc Quynh This project is jointly co-ordinated by Ninh Binh Department of Science and Technology and Nho Quan People's Committee and supported by the Centre for Regional Development (Ministry of Science and Technology). The project's major objective is to build up a demonstration model on applying S&T progress to explore effectively and rationally the potentials of local land and surface water in lakes and ponds. This is expected to make contribution to poverty reduction, reduction of environmental pollution caused by flood, and improvement of people's living conditions.
