On 22nd
and 23rd September 2010, National Institute of Science and
Technology Strategy and Policy (NISTPASS) and Ministry of Science and
Technology have organized the conference on “Scenario of S&T Strategy of
Vietnam to 2020” which sponsored by UNIDO in Hanoi. Professor Mai Ha
– Director of NISTPASS has presented at the opening of the conference as the
Vietnamese representative and Mrs. Pilar Rodríguez Ruiz - UNIDO representative
in Hanoi
Vietnamese Development Program of S&T and
Innovation Strategy (STI) from 2010-2020 is being started. This strategy will
be integrated into socio-economic development strategy from 2010-2020 and offering
greater national social development goals in which STI system advances are
waiting to bring the great contributions. Strengthening Vietnam's position in
key technologies (such as shown in High-Tech Law) will be appointed significant
additional efforts to ensure the application and exploitation of scientific
knowledge and technology with the placed emphasis on innovation activities as
core elements in the STI strategy.
Conference participants were experts in related fields to
STIs, such as public policy agencies, science committees, public and private R&D
centers, universities, innovative businesses, technology parks, management
boards of technology parks etc.
Professor José Miguel Fernández-Guell, Maddrid Polytechnic
University – UNIDO’s expert has presented on the design of scenario plan,
talking about the scenarios driving factors; choosing the scenario axes;
building 4 threshold scenario for 2020. Then the experts divided into four
groups and worked continuously for 2 days for analyzing and developing achieved
scenarios that Vietnamese Science and Technology can reach to 2020.
